Why water is poured at the place where earthing rod is earthed ?

Water is very good conductor of electricity. Also we know that required value of resistance of earthing is low.

Now at the place where earthing rod is earthed, due to dryness of land, improper contact between rod and earth the resistance become high so in-order to make the resistance value low water is poured at the place of earthing.
